Project Development

Our firm supports clients in every step of the project development process. From establishing a need, to scoping and planning timelines, to ensuring all regulatory hurdles are cleared, we see projects from start to finish. This starts with gathering all necessary information, writing narratives, and collecting project documents.

Grant Writing + Administration

In the rural areas we serve, local agencies rarely have staff capacity to write and administer grants. Our team writes grants of every shape and size for a wide variety of clients. With over a decade of experience, we create strategic funding plans for projects and execute them. With a strong team of writers, our firm is known for its attention to detail, financial accountability, creative problem solving, and project management. Our proven method has resulted in over $50,000,000 in grant wins for a variety of entities.

Environmental Reporting

For State of Oregon or federally-funded capital improvements projects, Environmental Reviews are often required. Our expertise includes the NEPA and SERP report processes. We regularly consult with a variety of regulatory agencies, including SHPO, DSL, DEQ, ODFW, Army Corps, USFS and more. Since 2016, we have developed over thirty different Environmental Reports.

Labor Standards Compliance

We offer comprehensive labor standards compliance services, working with clients to ensure that federal Davis-Bacon and Oregon's Bureau of Labor and Industries standards are met on Prevailing Wage Rate jobs. We work regularly with cities to monitor contractors on public works projects, providing Certified Payroll Report review and on-site interviews (as needed).

Equity Consulting (DEIA)

Diversity, equity, and inclusion (DEI) and social justice are cornerstone values of our firm, and we assist our clients in navigating Oregon's DEI requirements for many grant programs. We work with clients to draft DEI plans, incorporate equity language into grant proposals, create policies for Minority, Woman, and Emerging Small Business Outreach (MWESB), and close other gaps in the equity space that may limit clients' ability to receive funding.

Community Development Block Grants

Community Development Block Grants are federal grants from HUD that are distributed through Business Oregon to support communities in developing public utilities and community facilities. Ducote Consulting specializes in supporting clients through every stage of the complex grant-writing and administration process. Since 2016, we have written and administered more than $25,000,000 in CDBG projects alone. As collaborators with Business Oregon, we are extremely familiar with the ins and outs of this grant, and work regularly with their office. CDBG funding can enable a City or County to construct major capital improvements, such as water and sewer utility projects, libraries, fire stations, senior centers, and community centers.
